Why Will Konga Now Charge Full Seperate Delivery Fees On Multiple Items? -

Do you believe that Konga now knows nothing again about consolidation of multiple items before delivery as they now charge full and separate delivery fees on each of the multiple items you buy on their site?

Imagine I recently wanted to buy 3 separate items from Konga on a single purchase; one is phone battery for N3,800 the other is a pair of jean trouser for N3,500 and the third is USB data cable for N700 and when I was about to check out, I noticed that Konga has added N1,000 each on the items as delivery fee, totalling N3,000 for the delivery charges and that was how I quickly terminated the order.

It seems Konga are failing to realise that they have competitors.

We are enduring the fact that they have recently hiked delivery fees on their items and then come again to notice this recent development.

It's now hightime person began to boycott shopping from Konga if they continue this way.

They even failed to realise that at times people shop for multiple items just because of leverage on delivery fees, but they have now defeated that aim by charging full seperate fees to deliver multiple items made on single purchase.

How I Narrowly Escaped Ritualist

This story is a non friction, it happened on 23rd of this month. It took place here in abuja. I was coming from my place of work, instead of entrying bike i decided to follow one short cut, though the part i wanted to take is a bushy part and it was something after 5pm but I am Never scared of anything. I started my journey, it was a lonely one until i sighted a girl from afar. I was happy i have seen someone to walk with and a lady for that matter. I began to walk faster to meet up with her.

When she saw me, she stopped walking and was like waiting for me. When i finally reached her that is when i descovered how beautiful and front and back she was heavily endowed. While i was observing her, she greeted me which i answered starmaring, she told me her name is Abigail and that is when the story started.

She said and i quote: this is my first time of coming to abuja, i was coming to visit one of my aunty so the motor i entered from my village brought me to a park, so i entered another motor going to Wuse which is where my aunt stays but the next thing, i found my self in this bush and all the money i have in my bag have been taken. If u can help me with any amount that can take me to my destination i will be grateful.

That was her stories. So i handed her 500 naira note and i directed her where she will get a taxi to her destinaton, i was about to go when she asked me to wait i came nearer to her she looked at me and say u are a good guy for this thing u have done for me i don't have any thing to give u but what i have i will give u that is when my brain went back to her personal properties, her ukwu was mighty, i got erected immediately, she started going into the bush and i was following her. It was then i found out everywhere was getting dark. The worst part was no one was passing that road i began to feel a little scared but swept the fear away with what i was going to get.

We reached the back of a cashew tree she drew her skirt down took off her pant open her bag and brought out a condom then i became suspicious why will she be traveling with a condom but everything was just happening fast before i could say anything the condom was already on me, she grab the tree so i began banging from behind for a long time.

Immediately i cum, i heard the leave make noise at my back i turned and i thought i saw some one in a flash but when i kept looking that direction i saw no one so i gave up. She removed the condom from me and was trying to put it in her bag i did not know what came upon me, I just grabbed it and picked race lo and behold, three men dashed out of the bush and straight they were after me i ran and ran and ran and they also ran after me as if their lifes depended on it but i out ran them and soon they stopped but i did not stop until i got home. And people who saw me running like a mad man followed me home, so i told them what happened except the one that i bang her and the condom thing i did not tell them.

So i hope everyone will learn from this my silly mistake that almost ended me. What am wondering is what they wanted to do with my sperm, with this we are now sure there are some people who are out there seaching for used condoms so beware of how u deposite it after use. Am typing and smiling because i was lucky to escape if not maybe this thread would have be help!!! My sperm has been stolen.

Boat Conveying 28 Passengers Capsizes In Lagos

A boat conveying 28 passengers has capsized in Ikorodu Area of Lagos State.

‎New Telegraph learnt that the incident occurred at Origin Jetty, Ikorodu few metres away from the jetty.

An official of the Lagos State Waterways Authority (LASWA), who confined in New Telegraph, said the incident occurred when the ‎boat rammed into wooden logs on the waterway.

The source added that 27 passengers have been rescued out of 28 people in the boat by LASWA water guards.

Efforts to rescue the remaining passenger were ongoing while agency has also commenced investigations into the accident.

Two Fantastically Corrupt Nigerians Caught With Cocaine At Cambodia

Authorities examine capsules of cocaine seized from two Nigerian nationals who were arrested Monday at Phnom Penh International Airport. National Police

Two Nigerians were arrested at Phnom Penh International Airport on Monday for smuggling 1.27 kilograms of cocaine inside their bodies, according to the National Authority for Combating Drugs.

Okafor Iffeanyi Anthony and Adibe Paschal flew from Nigeria to Vietnam, via Qatar, and then to Cambodia, using Qatar Airways flight Q970 – the same flight taken by a Thai woman who was arrested with cocaine on April 1 this year.

“When the [authorities] detained them at the airport, he found some substances which they carried in their hands,” said In Song, an official at the Anti-Drug department at the Ministry of Interior. “They carried this substance to deceive us.”

Police confiscated several bags of the mysterious brown powdered substance but it did not test positive for drugs. “The drugs that they hid were in their stomach,” said Song.

Police extracted the drugs by ordering the Nigerians to eat laxatives and excrete them on Tuesday and Wednesday.

Song said that the Nigerians were likely bound for Pattaya in Thailand.

Onitsha Ranked As The Most Polluted City In The World By WHO

Two cities – one in Iran and another in Nigeria – can claim title because WHO measures pollution in two different ways.

The new WHO database of worldwide air pollution measures it in two different ways, and as a result two cities – one in Iran and another in Nigeria – can lay claim to the unenviable title of world’s most polluted city.

It all comes down to which minute particles, or particulate matter (PM), in the air are being measured. These particles are between 2.5 and 10 microns in diameter, roughly 30 times smaller than the width of a human hair.

The coarser PM10s include dust stirred up by cars on roads and the wind, soot from open fires and partially burned carbon from the burning of fossil fuels like coal, oil and wood. The particles are small enough to be inhaled deep into the lungs.


But the ultra-fine particles known as PM2.5s can only be seen with microscopes and are produced from all kinds of combustion. These are small enough to get from the lungs into the blood supply and are possibly more deadly because they affect the cardiovascular system.

Many cities in developing countries traditionally monitor only PM10s. But increasingly PM2.5 pollution is seen as the best measure of how bad air pollution is for health. Richer countries usually have higher levels of PM 2.5s, while low income countries have higher levels of PM10s. Both, says the WHO, are deadly.

Onitsha: highest for PM10s

In 2013, two people died of heat exhaustion after a six-hour gridlock on the city’s bridge over the river Niger. Cars and trucks on the main road to Lagos belch fumes from burning low-quality diesel, and the air often stinks of burning waste from rubbish dumps, the smoke from old ships on the river and discharges from the metal workshops.


But people did not expect Onitsha in Anambra state on the eastern bank of the mile-wide river Niger, to be named the most polluted in the world.

According to the WHO, an air quality monitor there registered 594 micrograms per cubic metre of microscopic PM10 particles, and 66 of the more deadly PM2.5s. Onitsha’s figures are nearly twice as bad as notoriously polluted cities such as Kabul, Beijing and Tehran and 30 times worse than London.

“We know pollution is very bad here. But this city must be much better than Lagos,” said Solomon Okechukwa, a sceptical Anambra state official, on Wednesday.



But Onitsha, say academics, is a textbook example of the perils of rapid urbanisation without planning or public services creating a sustained pollution assault on its water and air.

As a tropical port city which has doubled in size to over 1 million people in just a few years, it is frequently shrouded in plumes of black diesel smoke from old ships; it has no proper waste incineration plants; its construction sites and workshops emit clouds of dust and its heavy traffic is some of the worst in Nigeria.

A recent study of Onitsha’s water pollution found more than 100 petrol stations in the city, often selling low-quality fuel, dozens of unregulated rubbish dumps, major fuel spills and high levels of arsenic, mercury, lead, copper and iron in its water. The city’s many metal industries, private hospitals and workshops were all said to be heavy polluters emitting chemical, hospital and household waste and sewage.


“The level of pollution in Onitsha is getting increasingly serious,” said the authors.

However, the WHO also said on Wednesday that the pollution data from Onitsha was not necessarily reliable because it came from a single monitoring station.

“It is difficult to get accurate measurements in Africa. You can get super-high readings, but ideally the measurements should be done over a year to include different seasons and times of day. The reading in Onitsha may be representative but not altogether reliable,” said a WHO spokeswoman.

Zabol: highest for PM2.5s

Zabol, an eastern Iranian city on the border with Afghanistan, was once at the heart of a bustling ancient civilisation, close to where the very first piece of animation came from in the form of an intricate pottery bowl dating back 5,000 years that displays a goat in motion.

But the city is now a largely neglected area plagued by poverty - and pollution.

Every summer, as temperatures rise to staggering levels of 40C or even higher, Zabol is struck by what is locally known as “120 days of wind”, relentless dust storms from north to south.


But the disappearance in the early 2000s of a nearby wetland, Hamoun, has exacerbated the situation to an unprecedented extent. Over many centuries, the wetland was crucial to the development of the area, serving as its natural cooler. Now it has dried up and become a major source of dust in the air.

Zabol is only 45 minute’s drive away from Shahr-i Sokhta (Burnt City), a Unesco-designated world heritage site, home to the remains of a mudbrick city belonging to the bronze age.

In recent years, suffocating dust storms sweeping across Zabol have repeatedly disrupted life, closing down schools and government offices. Last year officials were forced to distribute free masks and national headlines such as “Zabol’s pollution reaching 40 times more than normal” have become part of daily life. Similar storms have also ravaged west of the country.

Mohsen Soleymani, the national project manager for preservation of Iranian wetlands, said pollution in Zabol was different from that in Tehran or Beijing, where it is linked to industry. “We are facing a critical situation in Zabol and the 120 days of wind period worsens the dust storms every year,” he told the Guardian.

“The drying up of Hamoun is the main reason behind this level of pollution but other factions have contributed to the situation such as bad management of our water resources in the past.”

According to Soleymani more than 700,000 job opportunities have disappeared because of the wetland’s situation. According to a report published by Iran’s Shargh daily, more than 500 people are diagnosed with tuberculosis in Zabol every year due to dust pollution, an unusual rate in the country. Hamoun’s crisis has forced people out of nearly 300 villages in the province, the Iranian daily reported.



Kaveh Madani, a senior lecturer in environmental management from Imperial College London, said: “The thirst for development in Iran increased as a result of the 1979 revolution, Iraq-Iran war and the international sanctions..

“Iranians continued developing infrastructure without a real concern about the long-term environmental consequences of their development plans, which normally lacked strong environmental impact assessments.”

Air pollution, dust storms, drying lakes and rivers, declining groundwater levels, land subsidence, deforestation, and desertification are on the menu of environmental products caused by unsustainable development, he said.

“Some of the problems, however, are not domestic products. Transboundary conflicts over Helmand (Hirmand) river with Afghanistan, resulting in water shortage and intensified dust storms have heavily impacted the lives of those living around the Hamouns wetlands,” he said.

The Notable Difference Between Jonathan And Buhari's Subsidy Removal

Subsidy Removal under Jonathan;

Jonathans government announced the total removal of subsidy on Jan 1 2012.

The Facts;

1. Oil sold at 113 usd per barrel as at Dec 31st 2011

2. The exchane rate as at Dec 2011 was 1 usd to N 162.3

3. Jonathan's Predecessor actually dropped PMS price from N75 to N65 and was able to sustain subsidy whilst handling the amnesty program for repentant millitants till his early dismiss.

4. A more bouyant foreign reserve and growing ecomomy.

The government's major basis of total removal of subsidy was sighted as massive corruption. Rather than deal with the monster, the incompetence of the government was shifted to the masses. Many Nigerians were not ready to make the government have more money to loot, as subsidy was still sustainable at that time.

After the Occupy Nigieria protests, the price of PMS was revised to N97 per littre, with the promise of urban busses, building and rehabilitation of refineries e.t.c. It is interesting to note that the only partially successful programme after the subsidy removal was SURE-P because some Nigeirans benefitted from it without the "u must know someone" clause. Till the exit of Jonathan's government, we had no functional refineries, neither were new ones built.

Please note, Boko Haram was more like rag tag millitant as at the time of subsidy removal but later grew to a sophisticated, machine guns, tanks rolling millitant. So BH as an excuse is not tenable.

Subsidy removal under President Buhari.

1. Oil price selling below 40usd per barrel

2. Exchange rate of N197-N199 to a dollar and N320 to a dollar in the parallel market.

3. An ailing economy, with limited FOREX, and dwindling reserves.

The major reason for the total removal of subsidy by the current government is because of scarcity of Forex and an ailing economy. NNPC could not sustain solely importing petroleum products, and there is not enough Forex to give major oil marketers to handle the importation of petroleum products. It should also be noted that the present government have been able to tackle corruption to a fault in the oil industry.

The oil Marketters have now been given the liberty to source forex from other sources to import fuel which is the major reason for the high price hike.

The current government have made moves which will see the price of PMS drop in the nearest future. For the first time in years we have the Warri, Kaduna, and Port Harcourt refineries working together but some misguided youths amd miscreants in the name of avengers have decided to keep sabotaging the efforts of the present government.
There are also moves on ground to build more refineries.

In my opinion, the deregulation of the lower stream sector is right on track at this time and I stand with Buhari on this.

For now i see no reason why this government should not be supported, as they still have more than 2 years to deliver. Should the government not meet up to expectations before next elections, then Nigerians can't take their anger to the polls.

Cameron Praises Nigeria’s Anti-Corruption Fight

British papers accuse PM of hypocrisy, president says oil firms are complicit in oil theft

British Prime Minister David Cameron wednesday attempted to reverse his unguarded remark about Nigeria and Afghanistan, two countries which on Tuesday, he, described as “fantastically corrupt”, when he was briefing Queen Elizabeth II on the ongoing anti-corruption summit being hosted by the United Kingdom.

While briefing Members of Parliament (MP) in the House of Commons wednesday, the British PM said Nigeria and Afghanistan had taken “remarkable steps forward” on corruption, reported the BBC.

The PM said the countries’ leaders were “battling hard” to tackle the problem.

His attempt at a mea culpa came after Buhari, who arrived London on Tuesday evening for the summit, said Cameron’s gaffe was not reflective of his administration’s fight against corruption.

However, when asked yesterday by journalists at the pre-anti-corruption conference in London if Nigeria was “fantastically corrupt”, Buhari candidly replied, “Yes”, adding that corruption in Nigeria was endemic, but his government was committed to fighting it.

He went on to state that he was not going to demand an apology from Britain or Cameron, making it abundantly clear that he was more interested in the return of Nigeria’s assets held in British banks.

“I am not going to be demanding any apology from anybody. What I will be demanding is the return of assets. I have already mentioned how Britain led and how disgraceful one of Nigeria’s executives (former Bayelsa Governor, the late Diepreye Alamieyeseigha) was. He had to dress like a woman to leave Britain and left behind his bank account and fixed assets which Britain is not prepared to hand over to us.

“This is what I am asking for. What will I do with an apology? I need something tangible,” he said.
Also in an interview with CNN’s Christiane Amanpour wednesday, Buhari refused to be defensive over Cameron’s statement, saying: “Well he said what he knows about both countries. He did not say what he said to the press, it was a private conversation.”

In its reaction, the Afghan embassy in London said tackling corruption was one of President Ashraf Ghani’s top priorities and “bold” action had been taken.

“We have made important progress in fighting systematic corruption in major national procurement contracts and are making progress on addressing institutional issues as well as issues related to impunity… therefore calling Afghanistan in that way is unfair,” the embassy said.

According to the BBC, Cameron was asked about his comments on Nigeria and Afghanistan during Prime Minister’s Questions in the House of Commons, where he jokingly checked if his microphone was working, refering to “tips on diplomacy” and said he had made “many unforced errors” in the past 24 hours.

Answering a question from Tory backbencher Philip Davies, who asked why UK aid was being given to countries that the PM sees as corrupt, in his reply, Cameron praised the action taken by Afghanistan and Nigeria and warned that cutting off aid could “come back to haunt us here”.

He also defended the action by his own government, including initiatives on overseas tax havens and measures to make sure “plundered money from African countries can’t be hidden in London”.

In the footage showing Cameron’s comments on Tuesday, the Archbishop of Canterbury Justin Welby intervened to say: “But this particular president is not corrupt… he’s trying very hard,” before Speaker John Bercow said: “They are coming at their own expense, one assumes?”

Earlier, Foreign Secretary Philip Hammond said the PM had been “merely stating a fact” in his comments, and ex-London mayor Boris Johnson said people would “find it refreshing he was speaking his mind”.

Downing Street said the presidents of Nigeria and Afghanistan had “acknowledged the scale of the corruption challenge they face in their countries”.
But Labour MPs said a Tory government “hosting an anti-corruption summit was like putting the fox in charge of the chicken coop”.

“The government is refusing to take meaningful action to close Britain’s constellation of tax havens, which together constitute the largest financial secrecy network in the world,” said Shadow International Development Secretary Diane Abbott.

Similarly, British papers — The Guardian and Telegraph — accused Cameron, Britain and the west of hypocrisy.
“They have spent decades ordering poor countries and failed states to sort out their problems with dodgy money, even while taking much of that dodgy money and ploughing it through their banks, their ritzy stores, their estate agents, and their offshore tax havens,” The Guardian wrote in its editorial wednesday.

In an Op-ed piece in the Telegraph written by David Davis and Jo Cox, the authors said: “The Panama Papers have shifted the focus of corruption far up the supply chain, to the people who make corruption possible – and those people are often rather closer to home.

“But careful readers of the Panama Papers will notice an important fact that should have given Cameron pause for thought before he made his comments to the Queen. More than half of the companies named in law firm Mossack Fonseca files are incorporated in Britain’s own tax havens. In fact, a full 50 per cent of the companies are from the British Virgin Islands.

“The Prime Minister knows this. Look at what he said just a few months ago: ‘Some of the British Crown Dependences and Overseas Territories are making progress […]. Others, frankly, are not moving anywhere near fast enough. […] If we want to break the business model of stealing money and hiding it in places where it can’t be seen, transparency is the answer’.”

Transparency International had also acknowledged that the UK’s record was mixed and concrete action was needed on tax evasion and secrecy in the wake of the Panama Papers’ disclosures, stopping tainted firms from bidding for public contracts and protecting whistleblowers who expose corruption.

Asked whether the PM knew his remarks to the Queen were being recorded, Downing Street said: “The cameras are very close to him, there are multiple cameras in the room.”

At a garden party later on Tuesday, the Queen herself was filmed on camera making comments about the Chinese government.
She told a senior police officer that she had heard the Chinese had been very rude to Britain’s ambassador to China during President Xi Jinping’s state visit last year.

Meanwhile, Buhari, at a pre-summit forum yesterday in London, gave his commitment to applying the rule of law and to respecting human rights in the fight against corruption.

The president, in a speech he made at a Commonwealth event titled, “Tackling Corruption Together: A Conference for Civil Society, Business and Government Leaders”, said he had also instructed security agencies to respect human rights while carrying out their duties.

He said: “I am not unaware of the challenges of fighting corruption in a manner consistent with respect for human rights and the rule of law. As a country that came out of prolonged military rule only 16 years ago, it will clearly take time to change the mentality and psychology of law enforcement officers.

“I am committed to applying the rule of law and to respecting human rights. I also require our security agencies to do the same.”

Ostensibly referring to the prolonged detention of the former National Security Adviser (NSA), Col. Sambo Dasuki, and the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, who had both been granted bail by courts of competent jurisdictions, Buhari however admitted that in a few cases “stringent rules” had been applied as a result of threats to national security and the likelihood that certain persons might escape from the country or seek to undermine the stability of Nigeria.

The president consequently sought the support of many countries for the prosecution of certain individuals residing in their jurisdictions.

He said: “Of course, we will provide the necessary legal documents and whatever mutual assistance is required to secure the conviction of such individuals, as well as facilitate the repatriation of our stolen assets.”

Buhari further observed that he had since discovered that the repatriation of corrupt proceeds was very tedious, time consuming, costly and entailed more than just the signing of bilateral or multilateral agreements.

He said: “This should not be the case as there are provisions in the appropriate United Nations Convention that require countries to return assets to countries from where it is proven that they were illegitimately acquired.”
Buhari added that Nigeria was disposed to forging strategic partnerships with governments, civil society organisations, the organised private sector and international organisations to combat corruption.
“Our sad national experience had been that domestic perpetrators of corrupt practices often worked hand-in-hand with international criminal cartels,” he said.

According to him, stolen public funds were often transferred abroad into secret accounts.
He therefore called for the establishment of an international anti-corruption infrastructure that will monitor, trace and facilitate the return of such assets to their countries of origin.

He further stressed that the repatriation of identified stolen funds should be done without delay or preconditions.
Buhari also told the gathering that apart from looting of public funds, Nigeria was also confronted with illegal activities in the oil sector.

He said: “That this industry has been enmeshed in corruption with the participation of the staff of some of the oil companies is well established. Their participation enabled oil theft to take place on a massive scale.”
He cited a report released by Chatham House in London in 2013, titled “Nigeria’s Criminal Crude: International Options to Combat the Export of Stolen Oil”.

According to him, the findings of the Chatham House document were “illuminating and troubling”.
Part of the Report, he told the gathering, concluded that: “a) Nigerian crude oil is being stolen on an industrial scale and exported, with the proceeds laundered through world financial centres by transnational organised criminals.

“b) Oil theft is a specie of organised crime that is almost totally off the international community’s radar, as Nigeria’s trade and diplomatic partners have taken no real action.

“c) Nigeria cannot stop the trade single-handedly, and there is limited value in countries going it alone.”
Buhari then said that the menace of oil theft in Nigeria, put at over 150,000 barrels per day, was a criminal enterprise involving internal and external perpetrators.

“Illicit oil cargoes and their proceeds move across international borders. Opaque and murky as these illegal transactions may be, they are certainly traceable and can be acted upon, if all governments show the required political will.

“This will has been the missing link in the international efforts hitherto. Now in London, we can turn a new page by creating a multi-state and multi-stakeholder partnership to address this menace,” he said.

Buhari also called on the international community to designate oil theft as an international crime similar to the trade in “blood diamonds”, saying it constituted an imminent and credible threat to the economy and stability of oil-producing countries like Nigeria.

To stem the tide, the president advocated an agreement on a rules-based architecture to combat corruption in all its forms and manifestations.

He said the anti-corruption crusade should be a shared agenda for civil society, businesses and governments requiring commitment from companies, creating a space for civil society and governments providing support for whistle-blowers, adding that governments must demonstrate unquestionable political will and commitment to the fight against corruption.

According to him, “The private sector must come clean and be transparent, and civil society, while keeping a watch on all stakeholders, must act and report with a sense of responsibility and objectivity.”
He said Nigeria was committed to signing the Open Government Partnership initiatives alongside Cameron during the summit today.

A writer and activist, Pa Ikhide who once supported the Change mantra has admitted he was misled by the Bola Tinubu machinery that organized protests against the former Goodluck Jonathan administration when it announced the removal of subsidy on January 1, 2012.

London APC Blasts David Cameron

The London branch of the All Progressives Congress (APC) has also issued a statement condemning British Prime Minister David Cameron's recent comments terming Nigeria a "fantastically corrupt" nation.
Signed by the APC London Press Secretary, Adenike Lucas, the statement said President Muhammadu Buhari is committed to rooting out corruption in the nation.“The rash statement by the Prime Minister and leader of the conservatives, David Cameron, earlier today fails to credit President Muhammadu Buhari’s effort in fighting corruption," it said.
“President Muhammadu Buhari GCFR who should arrive in the UK shortly for the anti-corruption summit hosted by David Cameron has received commendation from the Prime Minister in the past and other world leaders over his stance against corruption.

Ahead of the federal government’s announcement tomorrow on the removal of subsidy on petrol, Vice-President Yemi Osinbajo has said that the government will have to take tough decisions on the desirability of retaining fuel subsidies, adding that it had become necessary to remove them.

His statement coincided with a remark by the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, who confirmed that the government would in the next few days unveil a new policy to address the subsidy issue in the country.

Osinbajo, who spoke at the third Ogun State Investors’ Forum held in Abeokuta, the state capital, said: “No matter how we slice it, we are in economic times that are challenging, but they provide us with some of the best opportunities for making a real difference in our economic life.

“I think that we are at a point that a lot has been said about subsidies and what to do with subsidies. I think we are at a point where we must make many difficult decisions and make very tough choices.
“But I think the Nigerian people are prepared for all what is required and all it would take to make a real difference.

“In no way can a country make the kind of progress we expect it to make without being able to ensure that in public life our finance system is transparent and would ensure that there is accountability.

“Our Ministry of Finance has been putting in place a system that would assure accountability. It would ensure that public funds are accounted for and that the country is not exposed to some of the kinds of huge corruption that we had seen over the past few years.”

He also urged state governments to encourage and support agriculture, noting that “in the area of agriculture I know that there is so much room for so much more”.

He said: “The agriculture borrowers scheme is one I am not so sure any other state aside from Kebbi has adopted. And that programme is one where the Central Bank of Nigeria (CBN) has been able to lend to small rice farmers.”
He also advised states to do more in terms of generating electricity, stating: “I think that we can rewrite some of the regulations in such a way that states can generate more power.”

In the area attracting investments to the states, Osinbajo said: “The president has mandated the Minister of Trade, Industry and Investment to do something about the ease of doing business in the country.”

Backing Osinbajo, the former President of Colombia and Secretary General, Organisation of American States, Mr. Cesar Gaviria Trujillo, said a policy that had to be addressed head on was the one on the desirability of the retention of fuel subsidies, saying: “This is the moment to eliminate the subsidies.”

He said: “You cannot keep paying subsidies, most of which end in the hands of some privileged people. What you need is a good tax system – improve income tax, improve value added tax and eliminate subsidies. That is the task this government can use to tackle this crisis.”

Ogun State Governor, Senator Ibikunle Amosun, who hosted the forum, affirmed that the state in the last five years of his administration had been set firmly on the path of prosperity, adding that it intends to consolidate on its successes and chart a new course for socio-economic development and wealth creation.

He revealed that the first and second editions of the investors’ forum had not only earned the state its position as one of the fastest growing investments destination in Nigeria, but in the whole of West Africa.

He said that the forum would focus on improving available infrastructure in Ogun State, while developing new ones, and would encourage genuine investors to acquire land by offering them significant discounts at various levels.



The forum, he added, would create the avenue for the aggressive promotion of agriculture, which has been identified as the pivot of the state’s industrialisation plan, among others.
He said the state would diversify its economy by effectively harnessing its rich mineral resources by encouraging existing and potential investors in the sector.

Ogun state, Amosun noted, would also take full advantage of its proximity to the largest market in West Africa, Lagos, including other South-western states and also the West African sub-region.

Also speaking on the subsidy issue, Kachikwu said that the introduction of price modulation had helped to stabilise the situation.
The minister, who spoke during the second leg of the federal government’s town hall meetings held in Kaduna, however added that it was necessary for the country’s oil sector to reflect the global pricing of the product.

“We are coming up with a policy in the next few days that will allow us develop the price modulation that allow us to swing our price along with international pricing.
“We are now transiting into fuel modulating pricing because we do not have sufficient foreign exchange to continue the fuel importation we have been doing.

“Therefore, NNPC has to import about 100 per cent of the product, that is the cause of the scarcity,” he explained.
According to the News Agency of Nigeria (NAN), the minister said that the NNPC does not also have the logistics and coverage for the effective distribution of petrol, adding that there was no allocation for fuel subsidy in the 2016 budget.

He said: “The federal government has struggled to offset the N600 billion subsidy balance when the administration came into power.”
On the uncompleted Petroleum Institute in Kaduna, the minister said that his ministry had created a skills learning department to coordinate staff training and the running of its specialised centres in Warri, Lagos and Kaduna.

Kachikwu said the department would provide research and training skills needed for effective refining and other services in the oil sector.
He said the Kaduna Petroleum Institute was programmed to provide skills to HND graduates in refining and solar energy and to prepare them for employment in the oil industry.

On oil exploration in Northern Nigeria, the minister said that the government had invited investors to explore for oil in the region.
“I am one of those who believe that with modern technology, oil and gas exist in every part of Nigeria,’’ he said.

According to him, research conducted in the last six months revealed that oil and gas could be found in the North.
“We are putting a lot of investment and we are inviting people to invest money. We have set up a department which is doing three things for the north,” he said.

Meanwhile, despite the twin attacks on Chevron’s facilities in the Escravos area of Delta State by militants, the company is set to export at least two very large crude carriers (VLCC), each with a capacity of 950,000 barrels of crude oil per week, translating to 1.9 million barrels weekly, investigations by THISDAY have revealed.

The country will also soon experience relief in terms of increased crude exports and availability of more gas for power generation as repair works will be completed at the Shell-operated Forcados subsea pipeline on May 29.

Unlike the February subsea attack on the Forcados pipeline, which forced Shell to close its Forcados Export Terminal, THISDAY gathered that the attacks on Chevron did not disrupt the loading of crude oil into the 400,000 barrels per day Escravos Export Terminal, as many other producing fields in the western Niger Delta continue to feed the export terminal.


There are also indications that the Nigerian National Petroleum Corporation (NNPC) will export more crude oil through the Escravos export terminal as the corporation’s equity crude that should have been sent to Warri and Kaduna refineries, would now be diverted to the terminal following the attack on the pipelines feeding the refineries.

The addition of NNPC’s equity crude, it was learnt, will increase the lifting rate at the export terminal, which a Chevron source told THISDAY normally takes three days to load a 950,000 barrel-capacity crude carrier.
The official, who spoke on the attacks, told THISDAY yesterday that though the threat by the militants was real, the company would not shut down its western Niger Delta operations.

“Chevron is a business empire and they will not close down operations in the area unless the threat is enough to shut down Chevron in its entirety,” he said.

Investigations further revealed that while Chevron shares its 950,000 barrels equity crude with other partners – Dubri Oil and Conoil – NNPC’s equity crude was also put at 950,000 barrels.

The February subsea attacks on the Forcados pipeline, which reduced production by the Nigerian Petroleum Development Company (NPDC) from 250,000 barrels per day (bpd) to about 115,000bpd, also forced Shell to close the Forcados Export Terminal, removing 250,000bpd from the export schedule, and reducing Nigeria’s output to about 1.69 million bpd, the lowest since June 2007.

Before the twin attacks on Chevron’s facilities, NNPC’s monthly financial report showed that crude oil worth N20 billion was lost to the Forcados attack between February and March.

But it was gathered that the Escravos attacks did not disrupt the loading of crude oil into Chevron’s export terminal, as only the Okan oilfield was partly affected, while other producing oilfields that feed into the export terminal, have continued to pump crude oil.

However, Shell has informed the fifth monthly meeting of the Minister of Power, Works and Housing, Mr. Babatunde Fashola, with operators in the power sector held on Monday at the Shiroro Hydroelectric Plant in Niger State, that the repairs on the Forcados export line would be completed on May 29, 2016.

According to the communiqué issued at the end of the meeting, repairs to this pipeline would be vital to improving the current electricity situation and would be closely monitored by the meeting’s secretariat.

Shell also told power sector operators that it had commenced supply of gas to Gbarain Ubie power plant in Bayelsa State which just started generating electricity.

THISDAY had reported that the plant is the only National Integrated Power Project (NIPP) that does not have gas supply issues because of its proximity to Shell’s Gbarain Ubie integrated oil and gas project.

We Won’t Fund Your Census - US To Nigeria

The United States Government on Tuesday in Abuja ruled out any financial assistance for Nigeria to conduct its nationwide census whose preparation had been dogged by shortage of funds.

Although the population census had been shifted to 2017, feelers from the National Population Commission, indicated that it may not hold because President Muhammadu Buhari had yet to make a proclamation on it.

The American government specifically told Nigeria that it would not fund the exercise because “it is not somebody else’s census, it is your census.”

The Office Director, Health Population and Nutrition Office, United States Agency for International Development, Dr. Nancy Lowenthal, ruled out financial assistance in an interview with The PUNCH, during the opening ceremony of a training workshop for the members of staff of the NPC on the 2017 population and housing census organised by the United States Census Bureau with support from USAID.

She said, “It is important to stress that the United States government does not fund the census of another country. But what Nigerian government can do is to collaborate with USAID, the USCB and other US agencies that can help to provide a strong technical assistance to develop the best possible, credible and accurate census.

“It is very important for the Nigerian government at all levels to recognise what a census does. It is a demographic information about your country: how many men, how many women, and how many children are in Nigeria. There are also information about household income and other aspects of demography in a census. Without a credible census in every single community, you cannot have a data. This is fundamental to governing your country. It is, therefore, fundamental to government to find the resources to finance its census.

“It is important for any government to be able to fund its census because without it, you will not be able to do other components. It is not apportioning the Federal Government with funding, this is real planning; the commissioners should know the type of vaccine coverage and how many children are out there. It is not somebody else’s census but the census of the government of Nigeria as represented by Mr. President through the chairman of the NPC down thorough all the structures in the federal, states, local governments and rural levels and it is your census.”

The Chairman of the NPC, Chief Eze DuruIheoma (SAN), had last year, during a press briefing in commemoration of the 2015 World Population Day with the theme, “Vulnerable population in emergencies,” hinted that the population census earlier scheduled for this year would not take place due to poor budgetary allocation.

OPC, Ijaw Leader Meet To Avoid Avengers Threat To Lagos

The leader of Ijaw Monitoring Group, Comrade Joseph Evah; founder of Oodua Peoples Congress, OPC, and the National Coordinator of OPC, Chief Fredrick Fasheun and Otunba Gani Adams respectively, met over the tension brewing between the Yoruba and Ijaws in Lagos as a result of the threat by the Niger Delta Avengers to attack Lagos.

Speaking to Vanguard after the meeting which was also attended by some Yoruba chiefs and community leaders in the riverine areas of Lagos and Ogun states, Comrade Joseph Evah assured that the Niger Delta Avengers will not attack Lagos, adding that the leadership of the Ijaw nation, as well as the Amnesty programme coordinator, General Paul Boroh, have advised the Avengers to dialogue with government instead of opting for violence.

According to Evah: “We are not taking the threat by the Yoruba self- determination group, Odua Defenders Union, ODU, to attack Ijaws in Lagos ahead of the plan by NDA to storm Lagos lamely. We had bloody war with the Yoruba youths on the streets of Lagos about 15. years ago and it was the Late Chief DSP Alamieyeseigha that saved the situation.

“Despite the intervention of Alamco, we have many widows, fatherless children in Lagos because of that war. Ijaw and Yorubas lost over 100 souls apart from the properties destroyed.” The Ijaw Leader further said: “The threat by Niger Delta Avengers (NDA) is causing tension now and anything can happen. We have to avert blood bath.

The population of Ijaws from Akwa-Ibom, Rivers, Delta, Edo, Bayelsa and Ondo State in Lagos State is over half a million, especially in the riverine areas of Lagos and Ogun states. “Ijaws and Yorubas are in good relationship now in the South-West and we want to maintain that good relationship,” Evah said.

EFCC Grants Fani-kayode Administrative Bail

The Director, Media and Publicity of the Peoples Democratic Party Presidential Campaign Organization, PDPPCO, Femi Fani-Kayode, has been granted administrative bail by the Economic and Financial Crimes Commission (EFCC).
He got bail following his questioning on Monday over the N2.5billion illegally withdrawn from the Central Bank of Nigeria (CBN) and paid into the accounts of six chieftains of the Peoples Democratic Party (PDP) and the Goodluck Support Group (GSG).
Mr. Fani-Kayode got about N840 million from the slush funds allegedly used for the 2015 presidential campaign.
He denied any wrongdoing, saying the cash went into the campaign and he accounted for it all.
The former Minister of Aviation, who arrived at the EFCC headquarters in Abuja at about 9.30am in company of some aides, was taken into custody for questioning at the Operation Unit in the Tunde Idiagbon wing of the commission.
A source, who spoke in confidence, said Fani-Kayode gave information on his antecedents and how he came about the N840million.
“After the preliminary interaction with the suspect, he was given an administrative bail. But he is yet to fulfill the required conditions”, said the source.
Responding to a question, the source added: “I think Fani-Kayode might be transferred subsequently to Lagos to join his colleagues who have been interrogated by our team.
“He was granted an administrative bail but he has not been able to meet the conditions. We are hopeful that he will get the required sureties”.
A breakdown of the N2.5 billion shows that Fani-Kayode got N840million; Goodluck Support Group – N320million; Achike Udenwa and Viola Onwuliri – N350million; Nenadi Usman – N140million; Olu Falae – N100m; Okey Ezenwa – N100million and Goodluck Support Group – N320 million.
Of the six people implicated in the scandal, three former public office holders have been questioned. They are Mrs Usman, a former Minister of Finance; Udenwa, a former governor, and Fani-Kayode, a former Aviation Minister.
EFCC detectives allegedly found that the N840million was paid in three tranches into Fani-Kayode’s account.
A source said: “The first tranche of payment involving N350million hit the account on February 19, 2015. Another N250milion was also paid into the account on February19, 2015 while N240million was similarly credited to the account a month later; precisely, March 19, 2015.
“The balance on this account as at 31st December, 2015 was N189, 402.72”.
Fani-Kayode’s account remains frozen by the EFCC.
